Matapos ang paulit-ulit na trahedya — mula Yolanda (2013) hanggang Bagyong Uwan (2025) — nananatiling malaking isyu kung saan napupunta ang bilyon-bilyong donasyon at tulong mula sa ibang bansa.
Ayon kay Escudero, walang iisang ahensya ng gobyerno ang may kompletong tala ng lahat ng natanggap na cash at relief donations.
Maging ang Foreign Aid Transparency Hub (FAiTH) noon ay limitado lamang sa pledges, at hindi saklaw ang mga donasyong direktang ibinigay sa mga departamento o LGU.
