Former Speaker Martin Romualdez has finally responded to the storm of corruption exposés surrounding the alleged P100-billion flood control kickbacks — claiming that his conscience is “clear” and that no evidence links him to any wrongdoing.

The statement comes after both the Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure (ICI) recommended filing plunder, graft, and indirect bribery charges against him and former Ako Bicol Rep. Zaldy Co.
But Romualdez insists:
“Throughout all these proceedings, no credible evidence has ever linked me to any irregularity.”
He even expressed full trust in Ombudsman Boying Remulla, saying he’s confident the review will “reflect the truth.”
Ironically, Remulla himself admitted that Romualdez called him once — before he assumed office — asking for help “to defend himself.”
Zaldy Co’s viral video series painted a very different picture.
According to Co, millions in cash were hand-delivered to the residences of BBM and Romualdez over several years. Witness Orly Guteza even testified that he personally delivered luggage of cash to Romualdez.
